Two problems, one answer.
Canada’s defence supply chain needs compliance practitioners it does not have. Indigenous communities have been held at the edge of an industrial base now growing faster than it has in decades. ISCE treats these as the same problem.
A capability communities come to own.
This is not a course that hands out a certificate and leaves. Learners are employed while they train and do real compliance work, and the capability stays in the community. How the pathway is built is shared in conversation.
Two ways in.
